Huge boost to heavy vehicle supply chain safety

Federal Minister for Infrastructure and Transport Darren Chester, and the National Heavy Vehicle Regulator (NHVR) have jointly announced a $350,000 boost to heavy vehicle supply chain safety.

Minister Chester said the government grant would assist the heavy vehicle industry to develop and register its new Codes of Practice, based on guidelines just released by the NHVR.

NHVR CEO Sal Petroccitto said the money from the Federal Government would allow industry bodies and code developers to offset some of the costs associated with delivering new codes of practice.

Mr Chester said that “a registered Industry Code of Practice establishes standards for organisations across the heavy vehicle supply chain on how to operate at a higher safety standard,” adding that businesses that adopt a new code not only “significantly reduce the risk of breaching the Heavy Vehicle National Law, but also improve their safety standards.”

The move is said to be another important step in the NHVR’s Safety Strategy, which includes new Chain of Responsibility (CoR) Laws, a national roadworthiness program, National Heavy Vehicle Inspection Manual and checklists.

Six codes to continue

Mr Petroccitto said the NHVR’s guidelines were finalised following extensive collaboration with industry. However, the six existing industry codes, which vary between industry sectors and jurisdictions, will continue to be used until January 2018 or until replaced by a new code.

Australian Logistics Council Managing Director, Michael Kilgariff, welcomed the announcement of the funding.

“Codes of Practice will provide a safer and more accountable heavy vehicle industry and we look forward to their development and implementation,” Mr Kilgariff said.

Purpose of the grants

The grants are available to cover cost of development and registration of an Industry Codes of Practice.

In order to help industry take advantage of the funding, in the September 2016 edition of the CoR Adviser, Nathan Cecil, transport lawyer at Holding Redlich, published an extensive article on how to ‘Plan and develop a Registered Code of Practice (RCP)’.

Industry sectors identified by the NHVR in its draft guidelines that may wish to develop their own code included transport, shipping, freight forwarding, retailing and wholesale, manufacturing, mining/resources, primary production and exporting/importing operators.

The CoR Adviser article covered topics such as:

  • Purpose and scope
  • Identified risks
  • Risk assessment
  • Suggested control measures
  • Guidance on how to develop a customised risk management process
  • Process monitoring and feedback.

The September issue of CoR Adviser also contained a downloadable template on how to create a Notice of Intention to Register a Code of Practice (Schedule 1) and Planning Document (Schedule 2).
